特朗普政府亚太政策走向与东北亚区域经济合作

摘　　要：特朗普当选美国总统后,提出了"美国优先"的治国理念,"美国优先"在经济方面表现为要缩小贸易赤字,解决"不公正"的贸易问题;在外交和安全领域则要求盟国承担更多防务负担,可见"美国优先"是一种战略收缩的政策。在此基调下,特朗普政府的亚太政策与"美国优先"这一治国理念一脉相承,经济上的表现就是主张贸易保护主义、弃多边重双边;政治上体现为印度—太平洋战略的提出,特朗普政府的亚太政策将奥巴马时期的亚太再平衡战略范围扩大,遏制中国的意图明显。特朗普政府的亚太政策加剧了中美贸易摩擦,不利于中美双方和地区经济发展;美国与韩国重新修订FTA对韩国经济将产生巨大冲击;美国和盟友日本的贸易争端更是扩大了彼此的不信任。可以说美国的贸易保护主义为中日韩经贸合作提供了难得的机遇,中国应把握住这一契机,加速中日韩三边和中日双边自贸协定的谈判速度和力度。After being elected President of the United States, Trump put forward the idea of ＂America frst＂. In economic terms, trade deficit reduction and ＂unfair＂ trade problems are addressed. In the field of foreign affairs and security, allies are required to bear more burdens. Thus, ＂America first＂ is a kind of strategic contractionary policy. Trump administration＇s Asia-Pacific policy is in line with American priority. Its economic performance is to advocate trade protectionism, abandon multilateralism, and put emphasis on bilateral relations. Politically, it is refected in the proposal of the India-Pacifc strategy. Trump administration＇s Asia-Pacifc policy has expanded the scope of the Obama era＇s Asia-Pacific rebalancing strategy to contain China. The Asia-Pacific policy has exacerbated trade frictions between China and the United States, which is detrimental to economic development of both China and the United States; The revision of FTA with South Korea have a huge impact on economy of South Korean; Trade dispute with Japan deepened mistrust. Trade protectionism in the United States provides opportunities for economic and trade cooperation among China, Japan and South Korea. China should seize this opportunity to accelerate the negotiation speed and intensity of trilateral and bilateral free trade agreements among China, Japan and South Korea.
