“精准扶贫”视角下漳州市农业可持续发展评价及对策

摘　　要：从"精准扶贫"的视角,因地制宜构建指标体系,采用AHP法确定各指标权重,对漳州市农业可持续发展水平进行经济、社会和生态子系统的综合评价。结果表明:(1)漳州市农业可持续发展的主要贡献因子为经济子系统,生态子系统所发挥的作用亦呈上升趋势;(2)漳州市农业可持续发展综合指数波动起伏,受生态因子作用较大。在评价基础上,提出在"精准扶贫"视角下漳州市农业可持续发展的对策:(1)强化政策引导,制定特色农业发展规划;(2)强化精准施策,推动科技扶贫项目开发;(3)强化多元投入,助力乡村振兴战略实施;(4)强化转型升级,促进三产融合优化发展;(5)强化科技创新,提供现代农业发展动能;(6)强化集成推广,提高农民增收致富成效。From precision poverty alleviation perspective, by constructing index system, through AHP and the way of setting up mathematical model, a comprehensive evaluation of agricultural sustainable development in Zhangzhou economy, society and ecological system was carried out. The results showed that： （1） the main contribution to the sustainable development of agriculture in Zhangzhou as the factor of economic subsystem, its ecological subsystem function also has a rising trend; （2） the comprehensive index of sustainable development of agriculture in Zhangzhou fluctuated greatly by ecological factors. In the precise poverty from the perspective of agricultural science and technology, put forward to develop sustainable agriculture, poverty alleviation and development in mountain areas under forest economy, strengthen government services and guidance countermeasures to realize sustainable development of agriculture in Zhangzhou.
