摘　　要：全国人大常务委员会2017年11月4日审议通过的《中华人民共和国公共图书馆法》是中国首部有关图书馆事业的专门法律,共6章55条,全面阐述了公共图书馆的基本原则、设立办法、运行机制、服务内容、法律责任等,为新时代公共图书馆的发展规划出宏伟蓝图,指明了前进方向。认真学习、领会和贯彻《公共图书馆法》是当前图书馆的重大任务。从推进公共图书馆事业发展、保障公民基本文化权益、社会力量参与公共图书馆建设、推动全民阅读、明确各级政府职责、完善公共图书馆服务网络体系、拒绝经营和收费、加强信息技术研究和数字化建设等八个方面对《公共图书馆法》进行全面而合理的解读与分析,可为图书馆员提供研究参考。In November 4th, 2017, the Standing Committee of National People＇s Congress approved the People＇s Republic of China Library Law, which is the first library special law in China. The Law has a total of 6 chap- ters and 55 articles and expounds the basic principles, establishing methods, operating mechanism, service content and legal responsibility etc. of the public library., providing a grand blueprint for the development of the new era pub- lic library and pointing out the direction of progress. It is a major task for the current library to study, comprehend and cmTy out the public library law. The paper makes a comprehensive interpretation and reasonable analysis of Pub- lic Libra,y Law from eight aspects： promoting ptfl31ic hbra~ development, protecting citizens＇ basic cultural rights and interests, social forces to participate in the construction of public library, promoting national reading, clearing re- sponsibilities for all levels of government, improving the network system of public library service, refusing operation and charging, strengthening the information technology research and digital construction, which can offer research ref- erence for librarians.
