中国出口型产业技术创新效率的评价与分解——基于竞合博弈两阶段DEA模型的实证研究

摘　　要：基于技术创新过程性和阶段性特征,考虑创新活动内部上、下游间的竞争及合作关系,构建了技术创新效率的竞合博弈两阶段DEA测算与分解模型;以绝对外向度、相对外向度和新产品出口交货比例3个指标定义了中国18个出口型产业;运用所建立的模型评价了这些出口型产业技术创新效率。实证研究结果显示,中国出口型产业整体技术创新效率平均不足0. 5,无效来源主要是新产品市场化效率低下;出口型产业外向度与产业技术创新整体效率水平呈现较高的一致性,两者之间有相互的促进作用。研究建议关注中国出口型产业间新产品市场化效率的提升与均衡问题,制定政策引导和充分发挥出口型产业外向型发展与技术创新效率提升的双向促进效应,提高产业国际竞争力。Considering process and stage constraints of technology innovation,and competition and cooperation within different innovation stages,this paper proposes a set of two-stage DEA models of competitive and cooperative games to evaluate and decompose technology innovation efficiencies. It defines 18 export-oriented industries in China by three parameters including absolute extroversion,relative extroversion,and the delivery proportion of new products export,and technology innovation efficiencies of which are assessed by the proposed DEA models. The results show that the average technology innovation efficiency of the industries is less than 0.5 because of the low commercialization efficiency of new products. The extroversion of export-oriented industries shows a clear correlation with the overall technology innovation efficiency of the industries,and they boost each other. Based on the research,policy makers are suggested to give more attention to increase and balance of efficiencies of new products commercialization,and promote the synergies between development of export-oriented industries and improvement of technology innovation efficiencies,and finally,to enhance the industrial international competitiveness.
