摘　　要：为满足跨境电子商务发展对周期短、成本低、效率高的通关、报检、结汇、退缴税业务需求,提出了汇聚管理通道、自动采集数据、优化业务过程的跨境电子商务综合服务模式,规划设计了跨境电子商务基础信息服务平台和基础业务服务平台构成的跨境电子商务综合服务平台的总体结构与功能,开展了系统实现和应用验证工作,并取得了初步成效。为进一步研究建立全球性跨境电子商务综合服务体系、成为信息网络时代国际贸易竞争规则的制定者,从而把握发展的主导权奠定了基础。in order to meet the development needs of cross-border e-commerce on tile short cycle, low cost, high efficiency customs clearance, in- spection, settlement of exchange, and tax return business, this paper puts forward the integrated services mode which integrates management chan- nel and automatical data collecting, optimizes the business process for cross-border e-commerce. The cross-border e-commerce integrated service platform designed in this paper is composed of the cross-border e-commerce basic information service platform and the basic business service plat- form; the system implementation and application verification work are carried out; and the preliminary results are achieved. This paper lays the foundation of grasping the initiative of development by establishing an integrated service system of global cross-border e-commerce and making the international trade competition rules in the information network era.
