摘　　要：不动产统一登记制度是国务院机构改革和职能转变的重要内容,是国家的一项重大决策。呼伦贝尔市不动产统一登记取得了积极成效,但因不动产登记与房产交易职能被割裂,人员、经费保障不足制约登记效率,形成当前不动产登记"瓶颈"。整合房产登记与交易职能和机构是实现不动产统一登记的关键所在。各地政府应结合当地实际,统筹协调财政、编制管理部门,加大不动产登记方面的人员、资金支持力度,采用多种方式增加或调剂登记机构人员和编制。加大权籍调查、数据整合、信息化建设力度,化解现阶段不动产登记的 "瓶颈"问题,为不动产统一登记顺利走上正轨打好基础、做好准备。The unifed registration system for real estate is an important part of the institutional reform and functional transformation of the State Council, also, it is a major decision of our state. The unifed registration of real estate in Hulun Buir has achieved positive results. However, due to the separation of real estate registration and real estate transaction function, the lack of personnel as well as fnancial support have restricted the registration effciency and formed the current “bottleneck” for real estate registration. Therefore, integrating registration and trading functions and institutions of real estate is the key to achieving unifed registration of real estate. To be specifc, local governments should coordinate fnancial policies, establish management departments, increase personnel and fnancial support for real estate registration, they also should increase or adjust the registration agency personnel and staff complement in various ways according to local conditions. We should increase investigations of right management, data integration and informatization construction to resolve the “bottleneck” problem of real estate registration at this stage and lay a solid foundation for the unifed registration of real estate on the right track.
