北大荒现代农业园社会福利函数的构建及应用

摘　　要：北大荒现代农业园门票定价过低,使外部性持续发挥受到影响。采用社会边际成本法构建社会福利模型,得出北大荒现代农业园福利性门票的最优定价策略,明确园区需要政府补贴,经营模式采取私人生产或与政府混合经营提供补贴的形式。揭示了北大荒现代农业园外部性持续发挥的定价策略为没有补贴或补贴不足时,对门票进行提价涨价政策。补贴金额充分时,可采取补贴全部投入到门票中进行低价经营,或者是投入到项目经营开发中提高园区服务质量。为北大荒现代农业园争取公平竞争机会提供了支持,同时为同类型的国家现代农业庄园争取公平的政府支持提供了依据。The price of tickets of modern agricultural park was very low,which the externality of the market had been affected.The social welfare model was constructed by using the social marginal cost method ,from which the optimal pricing strategy of the welfare tickets of modern agriculture park was obtained. The strategy was that the park need government subsidies which could be provided by private production or mixed operation with government.When there was insufficient subsidies or no subsidy at all, raising tickets price policy was carried out. When the subsidies were sufficient,all subsidies would be taken into the ticket for low price management,or be put into the project management and development to improve the service quality.The research above provided support for the fair competition opportunity of the Great Northern Wilderness modern agricultural park,and provided the basis of the equal government support for the same type of modern agricultural park.
