摘　　要：建设网络综合治理体系是一项宏大的社会系统工程。构建党委领导、政府管理、企业履责、社会监督、网民自律等多主体参与的治网格局是建设网络综合治理体系的必然要求。因而需要有效凝聚网络综合治理共识,严格规范网络综合治理合作行为,全面优化网络综合治理的资源配置,切实提升网络空间治理能力,营造风清气正的网络空间,让广大人民群众在共享网络发展成果时有更多的获得感、安全感与幸福感。Building the integrated network management system is a great social system project. Its inevitable requirement is to create a network governance structure in which the Party committee leads, the government manages, enterprises fulfill their responsibilities, the society supervises, and the Internet users exercise self-discipline. For integrated network management, it is necessary to reach a consensus, strictly regulate the cooperative behaviors, fully optimize resource allocation, earnestly increase capacity for cyberspace governance, and foster a clean and healthy Internet environment. Only in this way can the vast majority of people have more sense of benefits, security and happiness while sharing in the fruits of the develo!ament of the Internet.
