摘　　要：金融整顿是经济转型发展过程中的非常规治理方式,是一种综合权衡后的"次优选择"。改革开放四十年中我国采取了多次金融整顿行动,金融乱象在短期内有所遏制,金融生态环境暂时得到修复。然而,市场出清依然缺乏制度执行条件,金融业的"治乱循环"难以有效根除。下一步,需要理性看待金融整顿效果,适时适度调整节奏和方式;强化金融治理能力,消除金融乱象产生的制度根源;倡导金融价值伦理文化,营造良好的金融生态环境,为深层次金融改革营造氛围。Financial consolidation is an unconventional governance method and a ＂second-best choice＂ in the process of eco- nomic transformation and development. During the four decades of reform and opening up, China has taken many financial consolidation actions. In the short term, financial chaos has been curbed and the financial ecological environment has been restored temporarily. However, the market clearance still lacks the institutional implementation conditions, and it is difficult to eradicate the ＂cycle of disorder＂. Next, it is required to take a rational view-of financial consolidation effects and adjust the pace and methods appropriately. The capacity for financial governance should be strengthened to eliminate the institutional roots of financial chaos. The ethical culture of fi- nancial values should be advocated and a good financial ecological environment should be created so as to create an atmosphere for further deep-level reform.
