摘　　要：我国传统的农业生产方式存在高成本、高风险等问题,而订单农业的出现显示出独特的功能,成为金融支持现代农业发展的有效手段。陕西合阳县将"订单+金融"工作与脱贫工作紧密结合,以龙头企业为依托,一方面,通过合作社与贫困农户签订收购协议,免费为其提供生产技术、物质资料、种植贴补和务工机会等多种优惠措施,引导贫困户增收脱贫。另一方面,银行将企业与贫困户签订收购协议并带动脱贫作为提供信贷支持的必要条件,激励企业带动贫困户脱贫致富。这种新型模式是贫困农户脱贫致富的有效途径,在深度贫困地区具有一定的推广价值。In the new situation, there exist such problems as high costs and high risks for China＇ s traditional agricultural production mode, while the emergence of order agriculture shows its unique functions, which has become an effective means of financial support for the development of modern agriculture. In Heyang county in Shaanxi province, the ＂order ＋ finance＂ work is closely combined with poverty alleviation. On the one hand, the leading enterprises are supported by signing purchase agreements with poor farm- ers through cooperatives to provide them with various preferential measures such as production technology for free, material materials, planting subsidies and job opportunities and so on so as to guide poor households to increase income and lift themselves out of poverty. On the other hand, banks make it necessary for companies to sign purchase agreements with poor families and lift them out of poverty to provide credit support so as to encourage enterprises to lift poor families out of poverty. This new model is an effective way for poor farmers to get rid of poverty and is worth being popularized in poverty-stricken regions.
