摘 要:随着城市化进程的不断推进,中国城市贫困现象日趋严重,必须将开展城市反贫困治理列入党和政府的重要议事日程。要确保城市反贫困治理取得实效,就必须顺应形势变化,采取社会保护政策,进行有效的治理与应对。社会保护是对传统城市反贫困政策的新超越,它增加了对脆弱性和长期贫困的关注,将反贫困治理视为人力资本投资的过程,强调经济与非经济措施并施,主张贫困治理主体的多元化。近年来广州开始将"社会保护"的新理念融入到城市反贫困治理实践中,取得了较为显著的成效。广州经验对全国各地开展城市反贫困治理具有积极的借鉴意义。With the continuous advancement of urbanization,China's urban poverty is becoming more and more serious,and it is necessary to put urban anti-poverty governance on the important agenda of the Party and the government. Effective urban anti-poverty governance requires responding to changes in the situation and adopting social protection policies. Social protection is a new replacement of traditional urban anti-poverty policies. It shows more concerns for fragility and long-term poverty. It regards anti-poverty governance as a process of human capital investment,emphasizes the combination of economic and non-economic measures,and advocates the diversification of participants in poverty governance. In recent years,Guangzhou began to incorporate the new concept of "social protection"into the practice of urban anti-poverty governance,and has achieved remarkable results. The Guangzhou experience provides a positive reference for urban anti-poverty governance across the country.
