非首都功能疏解特点与天津滨海新区对接策略研究

摘　　要：通过深入调研走访和资料搜集,从非首都功能疏解的时序、功能疏解的布局、行业类型、产业链环节构成等方面,剖析总结出非首都功能疏解的四大特征。研究认为,天津在承接非首都功能转移中,要以"四严一守"为契机,加强顶层设计,统一协调各地对接工作,避免无序竞争。要找准承接点和对接源,建立"一对一"、"点对点"、"园对园"的精准对接模式,争取"引入一个大企业,带出一个产业集群,建成一个示范园"。具体要以项目建设为抓手,以企业合作为重点,以园区共建为主线,以政府协作为平台,以协作分工为原则,以新功能引入为契机,以理念创新为催化剂,用新的理念和思维方式建设天津。The study analyzes and summarizes the four characteristics of non-capital functions from the timing of noncapital functions, the layout of functional dispersal, the type of industry, the composition of the industrial chain, etc based on the in-depth survey visits and data collection.The study believes that it is necessary to take ＇four strict and one guard＇ as an opportunity to strengthen the top-level design, coordinate coordination work across the country, and avoid disorderly competition in undertaking non-capital function transfer in Tianjin. We must identify the undertaking point and source of connection, and establish a precise docking mode of one to one, point to point, and garden to park, which is striving for bringing in a large company, bring out an industrial cluster, and build a demonstration park. Specifically, we must focus on project construction, corporate cooperation, and take the construction of the park as the main line, government cooperation as the platform, cooperative division of labor as the principle, introductive new functions as an opportunity, and use innovation as a catalyst to use new technologies, ideas and ways of thinking to build Tianjin.
