国家海洋科学开发综合保障基地发展前景及建设路径——基于青岛西海岸新区的视角

摘　　要：随着国际海洋经济发展格局基本成型，国际航运重心逐渐向亚洲转移，世界海洋科技步入密集创新时代，深远海资源开发成为世界海洋权益竞争焦点，海洋开发的国家战略导向1El益凸显。本文在此背景下分析了国家海洋综合保障基地建设的现实意义和青岛西海岸新区承接这一重任的可行性。阐述了国家海洋科学开发综合保障基地建设的核心内容、基本目标、功能定位和重点任务，并提出推进港区联动发展、争取自由贸易港政策、统筹陆海发展资源、打造创新创业平台、优化公共服务系统、推动传统海洋产业转型升级、实施人力资源保障工程等对策措施。This paper analyzes the domestic and international development background and the practical significance about building the comprehensive support base for national marine science development. At the same time, it also analysis the feasibility about Qingdao West Coast New Area accept this task. This paper elaborates the core content, the basic goal, the functional positioning and the key task about construct the national marine science development comprehensive support base. Some suggestions are respectively put forward from the perspectives of optimizing docklands＇ functionality, establishing docklands＇ free trade policies, integrating the resources of sea and land, Innovativing the platform about the business startups, optimizing public service system, upgrading transformation industrial, guaranteeing the human resources about building comprehensive support base for national marine science development. and the
