试论公共政策决策中的公众参与

摘　　要：提高公共政策决策中的公众参与效率,有利于提高公共政策决策的科学性,也是新时代推进国家治理体系和治理能力现代化的重要内容。政府需要明确公共政策决策的权力边界和公众参与的边界,合理平衡公众和政府的利益,鼓励公众参与。从公共政策决策的制定维度、执行维度等方面,提高公众参与的正面影响,实现公共政策决策的科学性、长效性以及合法性。To improve the populace participation efficiency in public policy making helps to improve the rationality of public policy, which is also a part of the work of modernizing national governess system and capability. Government needs to define the power scope of public policy making and populace involvement boundary so as to balance the interests of the government and the public while encouraging populace participation. The positive effects of populace participation can be improved by endeavor in public policy making system and carrying out the system so as to improve the rationality, and validity and long residual action of public policy making.
