摘　　要：“十三五”时期，是中国拓展蓝色经济空间、调整优化经济结构的关键时期。在这一时期，海洋经济发展的宏观背景和市场需求都发生了深刻的变化，长期积累的资源环境与经济发展之间的矛盾日益凸显。在新的形势下，海洋经济绿色转型的任务将更加紧迫。海洋经济绿色转型是向低碳、资源节约、环境友好转变的过程。本文探讨了海洋经济绿色转型的内涵特征、影响因素与主要路径，分析了中国海洋经济绿色转型面临的国际形势，总结并整理了目前中国海洋经济中存在的问题，并结合海洋经济发展实际，从顶层设计、资源评估、科技创新和金融投资四个方面提出了相应的对策建议。The 13th Five -Year period, is the critical period of expanding blue economic field, adjust and optimize the economic structure. The macro background and market demand of marine economic have changed profoundly, the contradiction between resource environment and economic development has become increasingly prominent. Under the new situation, the task of the green transformation of the marine economy will be more urgent. This paper discusses the connotation of the green transformation of the marine economy, the main factors and the main path, analyzed the international situation of the marine economy in China, summarized and sorted out the present problems existing in the marine economy in China, and combined with the situation of marine economy, puts forward the corresponding countermeasures and suggestion from the top-level design , resource assessment, scientific and technological innovation and financial investment.
