摘  要:在高速城市化时期,建设强度管控成为了城市规划工作的难点。目前强度管控主要包括宏观层面的"整体分区"与微观层面的"地块赋值"两类方法,单独使用均存在一定的片面性。前者根据影响因子的不同可以分为综合区位法、总规分解法与主导因素法;后者根据确定指标的依据不同可以分为传统控规法、总量分配法、可接受强度法与区间整合法。为了实现科学的建设强度精细化管控,研究将两类方法进行融合,构建了一套"刚性"与"弹性"相结合的管控体系:宏观层面以强度分区规划作为管控依据,划定不同基准容积率指标的空间范围;中观层面划定特别意图区,以特别意图区内的各专项规划与规定作为管控依据,并进行特别意图修正;微观层面以控规作为依据,基于物质空间条件,在基准容积率指标基础上进行地块修正;实施层面以土地出让条件作为管控依据,基于项目的具体类型,在地块容积率指标的基础上进行特殊项目修正,最终得出地块的具体实施容积率指标。In the period of high-speed urbanization, Development Density Control has become the difficult problems of urban planning. At present, Development Density Control includes two kinds of methods: "Integral Partition" based on the macro level and "Lot Assignment" based on micro level. There is one-sidedness in using any method alone. According to the Influence Factors, the former one can be divided into Comprehensive Location Method, Master Plan Decomposition Method and Dominant Factor Method. According to the basis of the index, the latter one can be divided into Traditional Regulatory Plan Method, Overall Amount Distribution Method, Acceptable Density Method and Interval Integration Method. In order to realize the scientific and fine Development Density Control, two kinds of methods are combined together in this paper. A set of "rigid" and "flexible" control system is built: At the macro level, take Density Zoning Plan as control basis. Confine the special range of different Standard Density. At median level, confine Special Purpose Districts. Take special plans and regulations as control basis, carry out Special Purpose Modification. At the micro level, take Regulatory Plan as basis. Carry out Lot Modification based on material space condition and Standard Density. At the implementation level, take Land Leasing Condition as control basis. Carry out Special Projects Modification based on specific types of projects. Finally, the Implementation Density Index of the lot is obtained.
