总体城市设计导则编制的困境及方法探索——“系统拼叠法”在抚松新城总体城市设计中的应用

摘　　要：城市设计导则是城市设计内容与规划管理有效衔接的桥梁,随着城市设计越来越得到重视,城市设计导则也变得越来越重要。目前,我国总体城市设计导则的编制还处于起步阶段,可操作、可实施是当前亟需解决的问题。通过城市设计项目实践,构建了"城市设计系统拼叠法"总体城市设计导则的编制方法。"城市设计系统拼叠法"包含了"系统拼合"和"系统叠加"两个内容,前者通过将管控要素直接落位到地块,实现城市设计管控内容与地块的链接,后者把每个系统作为一个图层,然后将各个图层按照权重分配并进行叠加,形成系统拼合图,以此来实现设计要求与地块挂钩。Urban design guidelines can connect urban designs and urban planning administration. More attention is paid to urban design nowadays, and urban design guidelines are also becoming more important. Comprehensive urban design guidelines is in starting period in China. Operability and practicability are the key problem at present. Those guidelines can highlight the characteristics of one city while maintaining its overall coordination. This paper builds one method of Comprehensive urban design guidelines named ＂System Puzzle Method of Urban Design＂. ＂System Puzzle Method of Urban Design＂ contains two parts, ＂System puzzle method＂ and ＂System superposition method＂. ＂System puzzle method＂ connects the control elements directly with the blocks. ＂System superposition method＂ take every system as a layer, then use weighted superposition of all layers by their importance to form a System mosaic graph.
