五大综合性经济特区的职能与发展绩效研究

摘　　要：经济特区的职能包括制度职能、经济职能和精神职能。制度职能的作用在于先行试验出可供全国参考的市场经济发展的成功经验和失败教训；经济职能指特区能运用市场经济的规则实现经济的快速发展；精神职能则是要求经济特区能为全国提供一种敢于试验、敢于实践的精神勇气。其中，经济职能是唯一可以计量和测度的，尽管经济发展的好坏并不能成为评判经济特区是否成功的标准，但依然是考察经济特区资源利用效率的重要标准。通过测量五大综合性经济特区与全国的一元配比系数和多元有效元，研究发现：经济特区资源利用效率总体上高于全国，但鉴于多方面的原因特区内部效率差异明显。The function of the special economic zone includes system function, economic function and spiritual function. System function requires SEZs can get successful experiences of economic development or fail lessons for the whole country; The economic function is that the special zones can use the rule of market economy to realize the fast development of economy; The spiritual function is to require the special economic zone to offer spirits that dare to test and dare to practice. Among them only economic function can be measured and estimated, though the quality of economic development can not be the only standard to judge the special economic zone whether successful or not, but still be an important standard of judging its economic efficiency By measurement SEZs＇ efficiency coefficient compared with the whole country, concludeing that： The resource utilization efficiency in the special economic zone is higher than the whole country generally, but the efficiency differences are obvious for five special zones.
