STCW公约履约视角下KUP的实践价值

摘　　要：STCW公约在我国具有与法律同等位阶,其所附属的KUP技术标准,对航海人才培养目标的确立具有指导和评价作用,然而当前对于KUP在船员教育和培训中的价值研究甚少。为此,通过对KUP在STCW公约履约实践中存在的认知偏差进行剖析,结合航运界"校、企、政"之间在运用KUP认知领域中的博弈,研究其在多维方向上的实践价值,以期为我国航海教育及培训的顶层设计和面临的现实问题得到妥善解决提供思考空间。With equal legal status in our country, STCW convention, and its affiliated KUPs technical standards, are subjected to be inevitable to the maritimetalents training goal acting as leading guidance and evaluation function; however there is no dominant research for practical values of KUPs used in MET（Maritime Education and Training）. Therefore, analyzing the possible and existing cognitive biases in the compliant practice of the KUPs in STCW convention, and combining the practical game in the field of KUPs cognition amongst schools, enterprises and government in the shipping industry ＂, tries to reveal its practical valuein multidimensional direction, in order to help top level of Maritime Educationand Training in designing regime and offer space for pondering problems properly in China.
