摘  要:为加强船舶安全管理的效率,需量化研究船舶港口国监控检查滞留与影响要素之间的关系问题。以液化气运输船舶为研究对象,提取得到3个外生潜变量和2个内生潜变量,构建结构方程模型,辨别液化气运输船舶滞留主要影响因素、探究影响要素与滞留结果之间的路径关系。结合近十年全球主要备忘录液化气运输船舶滞留数据,识别和确认30条滞留影响路径,计算每一条影响路径对滞留结果的总影响值。分析研究表明:影响路径结构模型揭示影响要素与滞留之间存在影响路径关系。液化气运输船舶滞留影响路径关系的量化结果,有助于为主管机关及船舶运营者在船舶安全监督和管理过程提供有力的决策支持。In order to enhance efficiency of ship safety management need to quantitative analysis the relationship between detention and influence segments of PSC inspection. Take liquefied gas carrier as research object, using three exogenous latent variables and two endogenous latent variables to construct SEM model to identify main detection influence segments of liquefied gas carriers, and explored the path relationship between these segments. Based on detention data of gas carriers over the past decade, 30 influence paths were identified, and total influence values of each path were calculated. Results show that SEM model revealthe paths and certain correlation between detention and the influence factors of PSC inspections, quantified the degree of each influence paths, and can provide the help to Maritime authority for ship safety management and strategic decision make.
