社会工作介入社会救助的国际经验及对我国的启示  

Social Work Intervention in Social Assistance：The International Experience and Its Implication for China

摘　　要：助领域的一个会救助的国际人们对社会救会工作介入社模式和分离模角色；社会工际经验，在推明确的理念，方式或行政安相应的工作岗把社会工作引入社会救助领域，是我国社会救创新，也是一个极大的挑战。社会工作介入社经验显示：社会工作是否应当介入社会救助与助的看法密切相关；从理论和实践上来讲，社会救助可以采取三种方式或行政安排；在整合式下，社会工作者在社会救助中将扮演不同的作介入社会救助的效果并无定论。基于这些国进我国社会工作介入社会救助领域时，应当有应当根据社会救助的目的及效果等选择可行的排，应当把符合资格要求的社会工作者选聘到位。It is a daunting challenge and an innovation as well for social work intervention in the field of social assistance in China. The relevant international experience of social work intervention in social assistance indicates several points ： First, the involvement of social work in social assistance is related with public＇s perceptions on social assistance ; Second, theoretically and practically, social work can intervene in social assistance from three approaches ; Third, social workers can play different roles in social assistance with integrated and separated service delivery models ; Fourth, there is still no confirmed conclusion on the effect of social work intervention in social assistance. Base on these international experience, the authors discuss some implications for introducing social work in social assistance in China and suggest potential measures to be considered in future.
