摘　　要：随着经济社会发展和工程运行时间增长,水库功能、运行环境及工程安全状况随之发生变化。降等与报废是水库运行中根据条件变化采取的处置措施,也是病险水库综合治理的有效手段。2003年《水库降等与报废管理办法(试行)》发布以来,水库降等与报废工作逐步规范。2018年1月全国开展了水库降等与报废情况调查,根据水库降等与报废现状,结合相关情况梳理了问题与困难,总结了成效与经验,对进一步完善水库降等与报废制度和程序提出了建议。With the development of economy and society and the increase of engineering operation time, the reservoir function, operation environment and engineering safety condition change accordingly. Reservoir demotion and retirement are the disposal measures taken in the operation of reservoir according to the change of conditions, which are effective means of eliminating reservoir diseases as well. Since the publication of Reservoir Demotion and Retirement Management Measure（trial） in 2003, reservoir demotion and retirement work are gradually standardized. Through the investigation and research on reservoir demotion and retirement in China, this paper grasps the present condition of the reservoir demotion and retirement, combines the problems and difficulties, summarizes the achievements and experience, and propose recommendation for further improvement of the system and procedures of reservoir demotion and retirement.
