摘　　要：《人民警察法》是综合法,立法宗旨包括预防和打击犯罪、保护人民、提升社会道德水准和促进警民和谐。《人民警察法》(修订草案稿)与现行法律之间需要更好地衔接与融合,特别是对检查权、搜查权的规定与其他法律有较大差别。应当实行区别对待政策,对暴力恐怖等严重犯罪的警察权应予扩大,对普通刑事犯罪和一般违法行为的警察权应严格限制,应十分重视对公民住宅安宁权和私有财产权的保护。The People＇ s Police Law is a comprehensive law. Its legislative purpose is to prevent and fight crime, to protect the people, to improve the social moral standards and to promote the harmony between the police and the people. The Revised Draft has some contradiction with other laws. The police power for serious crimes such as violent terrorism should be expanded while the police power of ordinary criminal offences and general illegal act should be strictly restricted. The protection of the right to rest and private properly rights of citizens should be given great importance.
