基于集约利用的玉溪市中心城区建设用地潜力测算

摘　　要：探索建设用地土地集约利用程度及挖潜能力可揭示城市土地利用的未来发展潜力、改进方向及挖潜路径。在玉溪市中心城区集约利用评价研究基础上,从全面改造和现实条件改造两个角度进行规模潜力和经济潜力测算,划分潜力分区,配置挖潜时序,并为后续土地利用及挖潜方向提出对策建议。结果表明:玉溪市中心城区建设用地挖潜空间较大,基于全面改造的绝对规模潜力为1 213. 63 hm2,经济潜力为6 435 914. 89万元,基于现实条件改造下的绝对规模潜力为113. 96 hm2,经济潜力为540 229. 18万元,可节地率为2. 94%;各功能区挖掘潜力差异过大,居住功能区可挖掘规模潜力及经济潜力在6类功能区中居绝对主导地位,根据潜力时序配置方案应优先在居住功能区分阶段开展挖潜工作。Evaluation of Urban Land Intensive Use and potential calculation can reveal the future development po- tential, improvement direction and potential path. Based on the evaluation results of intensive urbanization in cen- tral urban area of Yuxi City, the scale potential and economic potential are calculated from the aspects of compre- hensive transformation and realistic condition transformation, and divided the potential of the partition and con- figured tapping the potential timing, then puts forward countermeasures and suggestions for the subsequent land use and tapping the potential direction. The result shows that the center urban construction land of Yuxi City has a greater space for tapping the potential, the scale potential and economic potential based on comprehensive trans- formation are 1 213.63 hm2 and 64 359. 1489 million yuan. The scale potential and economic potential based on realistic condition transformation are 113.96 hm^2 and 5 402. 2918 million yuan, the saving rate is 2.94% ; The potential of the functional areas are very different, the scale potential and economic potential of residential func- tional areas are dominated in the six functional areas, it should carry out tapping the potential of the work Prefer- entially according to the potential timing configuration program.
