摘　　要：目的:明确黑龙江省基层卫生机构卫生应急风险沟通中存在的问题,为改进卫生应急风险沟通工作提供参考。方法:以拉斯韦尔提出的模式为分析框架,形成咨询调查表,选取黑龙江省内77位卫生应急专家进行咨询。结果:卫生风险沟通相关制度和机制不健全、卫生机构对风险沟通及舆论监测工作不重视等传播者方面的问题最严重,其次是传播效果、传播渠道、传播内容领域的问题。同时,卫生机构间、城乡区域间问题存在差异。结论:应建立健全风险沟通相关制度、机制,重视并加强风险沟通工作,关注传播效果和传播渠道方面的问题,加强疾控机构及县级卫生机构风险沟通工作。Objective： To claril）, the issues in risk communication in health care lhcilities in Heilongjiang Province at present, so as to pro- vide relerences lot inprocing health emengency rick communication. Methods： Taking tasswell＇ s model as the analytical lramework, a question- naire was Iormed by 77 experts of health emergency from Heilongjiang Province. Results： The most prominent problems included unpedect eom- mmfieation system and mechanism, neglecting the importance of risk eommmfieation and public opinion monitoring. Besides, the problems existed ill fields of eommunieation ell＇eet, channels and content. At the same time, the problem＇ s severity existed among dill＇erent health institutions of municipal and county institutions. Conclusion： The relevant systems of risk eommunieation should be established and improved, the problems of eommunieation ellect and eommunieation channels should be paid attention to and the risk eommunieation with CDC and county-level health insti- tutions should be strengthened.
