摘　　要：近十几年里,中国高铁建设取得了举世瞩目的成就。高铁项目作为一项新兴的交通基础设施投资,对地区社会经济发展产生了深远的影响,但目前关于高铁建设与运营对区域经济趋同的影响尚缺乏经验证据。文章利用2000—2014年地级市数据分析了高铁建设与运营对经济增长及其经济趋同的影响。结果显示:高铁建设与运营对经济增长及其经济趋同具有明显的区域异质性;国内高铁运营更有利于吸引外商直接投资和就业规模的扩大,但在加大物质资本投资和集聚人力资本方面弱于高铁建设。当然,这点在区域层面也有所差异。基于此,本文将为各地区进一步借助高铁项目拓宽区域发展空间,兼顾效率和公平,推进区域经济协调发展,因地制宜地制定相关政策提供参考依据。In recent decades, China has made remarkable achievements in high-speed railway construction.As an emerging transportation infrastructure investment, high-speed railway project has exerted a profound impact on regional social and economic development. However, there is still no empirical evidence about the impact of high-speed rail construction and operation on regional economic convergence. This paper analyzes the influence of high-speed railway construction and operation on economic growth and economic convergence by using the data of prefecture-level cities from 2000 to 2014. The results present that the construction and operation of high-speed railway have obvious regional heterogeneity for economic growth and convergence. Domestic high-speed railway operation is more conducive to attracting foreign direct investment and employment expansion, but it is weaker than high-speed railway construction in terms of increasing physical capital investment and gathering human capital. Of course, this varies at the regional level. Based on this, this paper will provide references for each region to further expand regional development space with the help of high-speed railway projects, consider both efficiency and fairness, promote the coordinated development of regional economy, and formulate relevant policies according to local conditions.
