油气体制改革中政府发挥作用的目标、问题及完善建议

摘　　要：处理好政府、市场、企业之间的关系是油气体制改革能否取得实效的决定性因素,而发挥好政府作用是关键。在油气体制改革中,政府作用的目标包括保障油气供应安全、促进油气产业结构调整、推动油气企业改革。但在实践中,存在部分产业政策滞后、市场壁垒过高、社会性管制不足、反垄断效果欠佳等问题。为更好地发挥政府在推动油气体制改革中的作用,应根据实践发展及时跟进产业政策,采取促进竞争的经济性管制手段,加强政府社会性管制,并强化反垄断效果。Dealing with the relationship among government,market and enterprises is the decisive factor for the effectiveness of the reform of oil and gas system,and the key to deal with this relationship is to play the role of government well. In oil and gas system reform,the government＇s objectives include ensuring the safety of oil and gas supply,promoting the adjustment of oil and gas industrial structure,and promoting the reform of oil and gas enterprises. However,in practice,there are some problems,such as the lag of some industrial policies,high market barriers,inadequate social regulation,and poor anti-monopoly effect,which affect the realization of the target. In order to better the role of the government to promote oil and gas system reform,we should follow up industrial policies in accordance with the development of practice,adopt economic control means to promote competition,improve government social control and strengthen the effect of anti-monopoly.
