军民融合战略下科技情报协同机制研究——基于核工业视角

摘　　要：[目的/意义]在军民融合战略下,基于核工业视角构建科技情报协同机制,为相关管理服务提供参考借鉴。[方法/过程]通过调研国内外研究现状,依据协同论、系统论原理,从市场、成本、效率、系统角度分析军民科技情报协同的价值;从数据产品、技术手段、设施平台、人才智力方面梳理军民融合战略下科技情报协同的内涵;提出军民融合战略下科技情报协同需遵循顶层设计、依法依规、人才支撑、制度保障、明确界限五原则。[结论/结果]以核工业为例,在分析中国核工业科技融合领域基础上设计核工业科技情报协同平台模型,从管理、运行、环境、市场方面构建核工业科技情报协同机制。[Purpose/significance] Under the strategy of civil-military integration,the synergy mechanism of scientific and technical information（ STI） is constructed based on the nuclear industry perspective,which provides references for relevant management services. [Method/process]By investigating the current research situation at home and abroad and referring to synergetics and system theory,the paper analyzes the value of civil-military STI synergy from the angles of market,cost,efficiency and system.From data/products,technology/tools,facilities/platforms,talent/intelligence,the paper combs the connotation of STI synergy under civil-military integration strategy,and puts forward the five principles of STI synergy,namely,top design,legal conformance,talent support,system support and clear boundary. [Result/conclusion]Taking nuclear industry as an example,based on the analysis of China＇ s nuclear industry technology integration area,the paper designs a collaboration platform model of STI synergy,and constructs a synergy mechanism of nuclear industry STI from the aspects of management,operation,environment and market.
