摘 要:我国科技体制改革的核心是促进科技与经济的结合,因而需要将科学技术知识作为生产要素融入经济发展过程。企业是科技与经济发展紧密结合的载体,提升面向企业的科学技术知识的生产和配置效率是深化科技体制改革的核心任务之一。我国科技体制改革的演进历程具有显著阶段性特征,从政策实践角度梳理40年科技体制改革的演进历程,总结政策格局变动导致的面向企业知识配置的变化,分析企业技术创新呈现的新趋势和面临的新问题,建议政府从财政投入结构、营造创新环境和促进国际合作等等方面做出相应调整,在推动企业创造和利用知识资本、促进知识要素全球流动等方面起到更多积极作用。Promoting the combination of technology and economy is the core of China's S&T system reform Therefore, we need to integrate scientific and technological knowledge as a factor of production into the process of economic development. Enterprise is the carrier of close integration of technology and economic development. Improving the production and allocation efficiency of scientific and technological knowledge for enterprises is one of the core tasks of deepening the reform of the science and technology system. The evolution of China's S&T system reform has significant stages. This paper sorts out the evolution of science and technology system reform for 40 years from the perspective of policy practice, analyzes the new trends and new issues facing enterprise technology innovation. This paper suggest that the government should make corresponding adjustments from the as- pects of financial input structure, creation of an innovation environment, and promotion of international coopera- tion, played a more active role in promoting the creation and use of knowledge capital by enterprises and promot- ing the global mobility of STI resources
