摘　　要：加强大学二级学院的科学治理是理顺大学治理和建设现代大学制度的基本要求,也是全面深化教育综合改革和推进"教育现代化2030"的重要切入口。完善治理结构是提升二级学院治理能力的核心。自上而下的"党政共同负责"管理体制随着高等教育改革持续深化而凸显出学术权力落寞、民主管理权力缺位等不足。在此基础上应构建二级学院"党政教民"协同治理结构,将政治、行政、学术以及民主管理权力分层纳入决策体系,同时抓好院系层面"教授委员会"和"学生代表大会"两项建设重点,以保障协同治理的有效推进和良好运转。Strengthening the scientific governance of the secondary college is a basic requirement for university governance and the construction of modern university system. It is also an important entry point for comprehensively deepening the comprehensive education reform and promoting the＂Educational Modernization2030＂. Optimizing governance structure is the core of improving the governance capability of secondary colleges.The top-down＂Joint Leadership of the Party and the Government＂management system,with the continuous deepening of the reform of higher education,has highlighted the lack of academic power desolation and democratic management power. On this basis,it is proposed to construct a synergy governance structure of＂the Party,Government,Teachers and Students＂. In this novel governance structure,the political,administrative,academic and democratic management powers are stratified into the decision-making system. In the meanwhile,the governance structure emphasizes the construction of the＂professor committee＂and＂student congress＂so as to ensure the effective promotion and good operation of the synergy governance.
