摘　　要：博洛尼亚进程的实施对欧洲高等教育质量保障体系的发展具有革命性影响。博洛尼亚进程中欧洲形成了其独特的高等教育质量保障体系,并呈现出再启动上强调"立法先行",在质量保障机构上强调独立运行,在质量保障分工上强调统筹协调,在质量标准上强调"学习结果",在质量评价主体上强调学生参与等一系列特点。博洛尼亚进程中欧洲质量保障体系的发展历程、内容建构、发展特点、经验教训等对促进与完善中国高等教育质量保障体系有着极为重要的启示意义。The implementation of Bologna Process has revolutionary impact on the development of European higher education quality assurance system. In Bologna process,European countries formed a unique and effective higher education quality assurance system which presents a series of characteristics,such as legislation before starting,independent running of guarantee organization,overall coordination of organization division,great attention to learning outcome in evaluation standard and student participation in evaluation process. Researching European higher education quality assurance system＇s construction,development,characteristics and experiences in Bologna Process has very important and practical value to promote and improve the higher education quality assurance system in China.
