摘　　要：目前,互联网平台经济在发挥越来越重要作用的同时,也存在着垄断、信息不对称、负外部性等市场失灵问题。作为互联网金融的新形态,互联网平台经济的规制对象、结构与目标正在发生转化,因此,建立在多中心治理理论上的合作治理模式比传统的"命令-控制"型规制更符合其特点。多元主体间的信任关系是合作治理模式建构的基础,为寻求行业发展与个人权益保护之间的平衡,应设计能使多元主体进行有机联系的互动机制,并予以法律保障。The Internet Platform Economy is reforming people＇s life.However,it also has the monopoly, information asym- metry and externality phenomenon and its regulation object,structure and goal are changing.Under this background,the ＂Collaborative Governance＂ mode,which is based on the theory of ＂polycentric governance＂ , corresponds to the Internet Platform Economy.To build the ＂Collaborative Governance＂ mode,we should strengthen the trust relationship among mul- tiple subjects.Besides,it is important to design an interaction mechanism,which can connect multiple subjects and use rule of law to ensure governance progress.As a result,we can reach the interests balance among public advantages,in- dustry development and citizens＂ rights safeguard.
