精准脱贫导向下安徽财政支出效率研究——基于皖北8个国家级贫困县的实证

摘　　要：为量化分析安徽省财政支出的增收效应与精准扶贫政策的实施效果,提高安徽省财政扶贫资金使用效率,以皖北地区8个国家级贫困县为例,运用DEA模型对该区域财政扶贫效率进行测算。并结合面板数据,构建固定效应模型,研究安徽省各项财政扶贫支出对农村居民人均可支配收入的贡献率。结果表明:皖北地区财政支出总体效率处于较高水平,但仍存在较大提升空间,规模效率是影响综合效率变化的重要因素;社会保障和就业支出和医疗卫生支出对皖北地区农村居民人均可支配收入有显著的正向效应。最后,结合实证研究结果,给出了关于如何提高安徽财政支出效率的对策建议。For quantitative analysis of the income effect of fiscal expenditure in Anhui province and the precise effect of poverty reduction policy, improve the financial service efficiency of funds for poverty alleviation in Anhui province, eight state-level poverty-stricken counties in Wanbei area as an example, using DEA model for measuring the regional financial efficiency. Combined with panel data, a fixed effect model was built to study the contribution rate of various fiscal poverty alleviation expenditures in Anhui province to the per capita disposable income of rural residents. The results show that the overall efficiency of fiscal expendiUare in northern Anhui is at a high level, but there is still much room for improvement. Social security, employment and medical and health expenditure have significant positive effects on the per capita disposable income of rural residents in northern Anhui. Finally, combining with the results of empirical research, the paper gives some Suggestions on how to improve the efficiency of fiscal expenditure in Anhui province.
