浅析邮件炸弹的防范措施——从美国德克萨斯州邮件炸弹案谈起

摘　　要：伴随邮政快递业的迅猛发展,邮件炸弹问题引发人们关注。邮件炸弹的危害性体现在:与普通民众切身利益密切相关,影响社会治安,容易造成民众恐慌;作案手段恶劣,造成人身伤害严重;案件侦破成本巨大,造成个体及国家的财产损失严重。我国亟待构建与完善应对邮件炸弹的防范措施如下:构建完备法律体系,规范快递业安全要求;社会多部门协同配合,提升邮政快递业的安全措施;多种渠道积极宣传,提升人们的安全意识;加快相关科技创新,运用现代化专业手段迅速破案。With the rapid development of express delivery industry, there emerged more and more parcel bomb incidents that have affected safety of the public and social order. Its specific damages include the unspeakable hor- ror from the public, severely traumatizing civilians both mentally and physically, high budget for cracking the ca- ses, and heavy loss of individual and national property. So it is urgent to construct and improve the strategies to prevent and control parcel bomb cases. Completing legal system, standardizing safety requirements, cooperating with relevant multi - organization, actively publicizing to strengthen people＇ s safety awareness through multi - channel and creatively and efficiently putting the electronic high technology into solving cases are the main measures we should take currently and urgently.
