摘　　要：文章从机构制度及其背后的政治伦理的角度,探讨了中国国企设计院和中国设计市场从低端循环走向高级原创循环的路径和前景。This paper examines the problems of the state-owned design institutes of China - as they stand after the Reform and Opening-up around the 2000s.Excavating their internal operational logic, its Socialist-Maoist background, and especially its pre-modem Chinese political tradition, this paper moves on to compare an authoritarian-collectivist logic with a liberal model as found in John Locke, and advises that a further modernization with reform and opening-up is necessary - where the liberal logic should be studied if not followed - before an elevation in creativity, originatity and criticality can be achieved in the design institutes, and indeed in the whole design industry of China.
