新旧城区产业协同的推进机制与路径——以成都为例

摘　　要：新旧城区作为城市发展的两大相对独立空间,单一孤立式发展不利于城市综合实力的提升。产业协同对新旧城区产业空间优化有决定性作用,并可以形成紧密的产业经济联系,推进城市两大空间逐步一元化发展。论文从产业协同对新旧城区联动发展的关系入手,认为二者存在正相关、层次性交融和目标一致三大关系;以三大关系为基础,指出新旧城区产业协同应从产业体系构建、旧城优化与新区开发协同、构筑经济联系、产业一体化为着眼点,并进一步提出推进新旧城区产业协同的五大路径:立足城区优势合理产业分工、协调统筹新旧城区产业布局规划、加强城市产业对外开放发展、建设互联互通的城市基础设施、建立新旧城区产业合作机制。成都市以"立城优城"战略为指导,以产业协同发展为路径,立足中心城区与天府新区的产业发展定位,打造了功能错位化、特色化、协作化的产业格局,为"双核共兴"城市格局的形成奠定了基础。The new and old urban areas are two relatively independent spaces for urban development. A single isolated development is not conducive to the improvement of urban comprehensive strength. Industrial coordination plays a decisive role in optimizing the industrial space of old and new urban areas, and can form close industrial economic links and promote the gradual and unified development of the two urban spaces. The paper starts from the relationship of industrial collaboration on the development of linkage between new and old urban areas, and believes that there are three relationships： positive correlation, layered blending, and unanimity. Based on the three major relationships, the paper points out that the industrial synergy between old and new urban areas should be built from the industrial system and optimized in the old city. The development of new district cooperation, economic linkage, and industrial integration are the focus of attention, and further put forward five major paths for promoting industrial synergy between old and new urban areas ： base on urban advantages, rational industrial division of labor, coordination and coordination of industrial layout planning for new and old urban areas, strengthening the opening and development of urban industries, and building Interconnected urban infrastructure, and establishment of new and old urban industrial cooperation mechanisms. Chengdu is guided by the strategy of ＂Building a Strong City＂ and takes the coordinated development of industry as a path. Based on the industrial development orientation of the downtown area and the Tianfu New District, Chengdu has created an industrial structure with dislocation, specialization, and cooperation, which is ＂dual core The foundation for the formation of the ＂ city＂ laid the foundation.
