摘 要:从行政体制改革直接目标定位来看,改革开放40年来,我国行政体制改革的历程总体上可分为三个阶段。改革的主要成就在于五个方面:政府理念发生了重大变化、政府职能有了实质性转变、政府组织体系得到持续调整优化、政府能力和相关制度建设显著增强、行政方式实现质的飞跃。坚持和强化党的领导、以政府职能的调整作为改革逻辑、注重改革策略是三条主要改革经验。但是由于官本位意识和既得利益等因素影响,行政体制改革还存在对政府职能认识有限等关键问题。新时代的行政体制改革要聚焦责任和公平政府理念,深化保障激励机制改革、事业单位改革等关键环节,善于运用现代信息技术改造行政流程。The history of China’s administrative system reform in the past 40 years could be divided into three phrases according to the direct goal of reform. The idea of government has been improved,the functions of government have been significantly promoted,the organizational structure has been sustainably optimized,the capacity of government and the institutional building have been stiffened,and the administrative means has been greatly upgraded. All is achieved because the reform process has been strengthening the Party’s leadership,taking the adjustment of governmental functions as the logic of reform,and utilizing an appropriate reform strategy. However,due to the influence of such factors as the official standard idea and vested interests,the reform is confronted with a series of difficulties such as the extremely limited understanding of the government functions. The administrative system reform in the new era should focus on the concept of accountable and fair government,deepen the reform of incentive mechanism within the government,put the reform of public institutes forward,and make full use of the modern information technology to transform administrative processes.
