摘　　要：增强学习本领是前提和基础,增强政治领导本领是核心和主旨,增强改革创新、科学发展与驾驭风险本领是重点和关键,增强依法执政、群众工作与狠抓落实本领是支撑和条件。世情、国情和党情的深刻变化,要求我们全面增强执政本领。全面增强执政本领,关键在于持之以恒地深化理论学习、调查研究和实践历练。Strengthening the ability to learn is the premise and foundation.Strengthening the ability to exercise political leadership is the core and subject.Strengthening the ability to reform and innovate,to promote sound development,and to manage risks,is the emphasis and sticking point.Strengthening the ability to exercise law-based governance,to engage with the people,and to implement policy,is the mainstay and condition.The profound change in the world situation,the national conditions and the Party conditions,all require us to strengthen every dimension of our ability for governance.In this respect,theoretical learning,survey and research,and practical experience should be continuously deepened and expanded.
