摘 要:针对我国煤炭行业去产能职工安置问题,对去产能安置职工的特点进行简要分析,回顾了去产能煤企职工安置的主要渠道,归纳了从企业内部和外部分流的2类7种安置方式,并从安置资金、安置渠道、职工心理和社保衔接4个方面对职工安置问题进行分析,最后根据职工安置存在的问题提出相应对策,包括加大去产能煤企职工安置资金筹措力度,完善资金使用标准;进一步夯实去产能煤企职工安置渠道;做好去产能煤企安置职工心理疏导和做好去产能煤企安置职工社保衔接问题。Aiming at the problem of de-capacity staff resettlement in China's coal industry, this paper briefly analyzed the characteristics of de-capacity resettlement workers, reviewed the main channels of staff resettlement in de-capacity coal enterprises, and summarized two types which contained seven kinds of resettlement methods from the internal and external parts of the enterprise. And from four aspects of the resettlement funds, resettlement channels, staff psychology and social security link, the problem of staff resettlement was analyzed, and finally corresponding countermeasures were proposed based on the problems of staff resettlement. Including increasing the efforts to raise funds for staff resettlement in the de-capacity coal enterprises and improving the standards for the use of funds; further consolidating the resettlement channels for workers; doing a good job in the psychological counseling and social security links of workers.
