脱贫攻坚重点难点:破解路径与策略——基于江西的实践分析

摘　　要：基于江西近年来脱贫攻坚实践,分析认为:实现脱贫攻坚目标是重点,难在如期脱贫摘帽提高质量;精准识别精准退出是重点,难在贫困户动态变化频繁;攻克深度贫困堡垒是重点,难在一计单策无法奏效;产业与就业精准帮扶是重点,难在产业就业稳定性不持续;强化驻村精准帮扶是重点,难在增强驻村帮扶实效;增强自主脱贫能力是重点,难在激发脱贫内生动力。破解脱贫攻坚重点难点应当抓住4个聚焦:即盯紧重点要求、突出重点路径、强化保障体系和统筹整体协同脱贫攻坚。Analysis was conducted based on the practice of poverty alleviation and development programme in Jiangxi Province in recent years.The results showed：Challenges in achieving the ultimate goal of poverty alleviation on time consist in improving the quality;it is important to identify and exit accurately with the dynamic changes from the poverty-stricken households;it is vital to overcome the fortress of poverty by seeking effective solutions;industry and employment should be combined through increasing stability of employment;support for individual villages should be strengthened while villagers’ independent ability should be improved to boost their motivation to win the battle against poverty.Therefore,it is necessary to seize the four focuses,rivet on the key requirements,highlight the key paths,and strengthen the security system to form the overall coordination to alleviate poverty.
