涉案网络舆论应对处置路径比较研究

摘　　要：涉案网络舆论有着更广泛的社会动员力、更高的网络关注度,给公安机关执法公信力带来了挑战。新闻发布会是前网络时代公安机关应对社会热点案事件的惯常模式,突破了执法制度的当事人中心主义。舆论引导办法应对涉案网络舆论源于现实困境的理论借鉴,与互联网表达复杂性、执法办案客观公正性之间存在矛盾。执法社会公开思路应对涉案网络舆论能更进一步满足民众信息需求,体现了执法理念以当事人权益为中心向社会治理为中心的转变,本质是互联网社会变迁促成了执法制度的再发展。The intemet public opinions in some cases have extensive power of social mobilization and higher net- work attention, which have brought challenges to the credibility of public security organs. The press conference was the usual mode of public security organs that is used to deal with the society hotspots in Internet Era, it broke through the party-centrism of law enforcement system. The public opinion guide method should be used to deal with the internet public opinion in some cases from theoretical reference in a real predicament, and there are contradictions between the complexity of Internet expression and the impartiality of law enforcement. The publicity thinking of law enforcement in society should respond to the internet public opinions in some cases and further to satisfy the information needs of the people, and embody the transformation of law enforcement concept from the interests of parties to the center of social governance, the essence is that the changes of internet society have promoted the redevelopment of law enforcement system.
