中国与“一带一路”国家间产能合作推动贫困治理研究:一个文献综述

摘　　要："一带一路"倡议是中国提供给世界最重要的公共产品,更是中国同有关国家开展合作的重要平台,有利于合作共赢的新型国际关系的构建,在全球更大范围内整合经济要素和发展资源,促进国际经济合作,以应对全球性挑战,消除贫困落后和社会不公,携手打造人类命运共同体。而产能合作既是"一带一路"建设亮点之一,也是沿线国家间合作的重要支点,更是带动我国优质产能走出去、沿线国家探索中国扶贫经验本土化实现内外双收益和发展共赢的客观基础。文章将对"一带一路"倡议的国际价值与面临的困难挑战、"一带一路"沿线国家的贫困问题、中国与"一带一路"沿线国家的合作反贫困、中国与"一带一路"国家间的产能合作、中国与"一带一路"国家间产能合作推动贫困治理等五个方面对中国与"一带一路"国家间产能合作推动贫困治理研究进行归纳综述,并基于研究结论指出以往研究不足与未来研究的重点方向。The ＂Belt and Road＂ Initiative is the most important public goods China offers to the world, and also an important platform for cooperation between China and concerned countries, which helps to develop a new win-win international relations in which countries can integrate economic factors and developing resources on a global scale to meet global challenges and to eliminate poverty, backwardness and social injustice, and to create a common destiny of mankind. Capacity cooperation is one of the highlights in the ＂Belt and Road＂ Initiative and key to the cooperation among related countries. It also helps transfer Chinese quality capacity and the countries explore to localize Chinese experience of poverty alleviation, which achieves both internal and external benefits and win-win development. This paper reviews the relationship between capacity cooperation and poverty alleviation of China and concerned countries from five aspects： the international value and the challenges of the Initiative; poverty problems of the countries; cooperation against poverty between China and the countries; cooperation on capacity between China and the countries; and capacity cooperation against poverty between China and the countries. This paper points out the shortages of the previous researches and the key areas for future researches.
