摘　　要：通过对我国深化卫生健康事权和支出责任改革的现状分析。发现以下问题:缺乏法律政策依据,效力、约束力和可操作性偏弱;共同事权数量繁多,支出责任划分不规范;转移支付力度不足,专项转移支付项目过多;缺乏协同性,未与事业单位分类改革、医改有效衔接;对地方政府的考核机制不合理,抑制了地方卫生支出的积极性。基于以上问题可以得出以下建议:加快法律政策的制定,在不同层面上指导改革;明确卫生事权清单,制定卫生服务标准;积极推进地方政府机构改革,理顺同级政府内卫生事权;以财税体制改革为契机,增强卫生转移支付力度;转变对地方政府的考核方式,促进政府服务以公民为中心。To deepen the reform of the division of health authority and expenditure responsibilities. The following problems were found： lack of legal and policy basis, effectiveness, binding force and maneuverability were weak; division of expenditure responsibilities were not standardized; insufficient and excessive projects of the transfer payments; lack of synergy and effective convergence with other reforms; the evaluation mechanism for local governments was unreasonable, which inhibited the enthusiasm of local health expenditure. It needed to speed up the formulation of laws and policies to guide the reform at different levels; clear the list of health authority and formulate health service standard; actively push on the institutional reform of local governments and straighten out the health authorities; take the financial and taxation system reform as an opportunity to enhance health transfer payment; change the way of local government assessment and promote the government service centered on citizens.
