摘　　要：目的:测算中央转移支付中医药项目资金的服务能力提升绩效,探寻省际之间绩效差异背后的原因,为未来中央转移支付中医药项目资金的优化配置提供改进思路。方法:基于2011—2015年数据,采用非径向的SBM模型测算各省利用中央转移支付中医药项目资金提升中医药服务能力的效率。结果:(1)大部分省份存在着效率改进空间,省际效率差异较大;(2)目前的绩效考核体系尚不完善,对效率的引导作用仍有较大的提升空间;(3)中医药人才培养难度大,基层人才缺乏,对就诊者吸引不足,床位运营成本压力大,而大型医院扩容意愿不足,部分省区存在产出不足的情况。结论:扩大总体投入规模、强化绩效考核引导、落实《中医药法》等配套措施协同效力,有助于中央转移支付中医药项目服务能力绩效的提升。Objective： To measure service capacity and improved performance of the Chinese Medicine Project of Central Transfer Payment and explore reasons behind interprovincial performance differences, thus providing improvement ideas for optimal configuration of the Chinese Medicine Project of Central Transfer Payment. Methods： Based on the 2011-2015 data, SBM model was applied to calculate the efficiency of using the central transfer payment of traditional Chinese medicine project to promote the service capacity of traditional Chinese medicine. Results： （1） There were apparently efficiency differences among provinces; （2） Performance index appraisal system was imperfect so that it could not play a guiding role of efficiency; （3） Chinese medicine and Chinese medicine talent cultivation were difficult with the recessive characteristics of the Chinese medicine knowledge. In the grass-roots level, the talents were lack, the institutions were unattractive to patients, and the largescale medical institution were restricted. They were unwilling to expand the number of bed. Conclusion： Amplifying the overall investment scale, intensifying performance assessment guidance, and implementing synergy effects of supporting measures such as Chinese Medicine Law would be conducive to service ability and performance improvement of the Chinese Medicine Project of Central Transfer Payment.
