摘 要:本文以售电侧改革为背景,根据用户对峰谷电价响应的敏感程度进行分类,基于用户用电效用函数设计了一种可选择的、价比不同的峰谷电价体系,当且仅当用户根据自身用电结构和响应能力,选择为其设计的峰谷电价选项时,获得的用电效益最大;对购买意愿较强即敏感度较低的用户赋予较高权重,可达到所有用户总效益最优。最后,采用实际数据对其有效性和可行性进行了验证。以期为我国可选择性峰谷电价的制定提供理论方法的借鉴。Under the background of the reform of electricity retail side, in this paper, the consumers are classified according to their sensitivity of responding to TOU price. Based on the consumer's electricity utility function, an alternative TOU tariff with different price ratios is designed. If and only if a consumer selects the certain price option which designed for him according to the consumption structure and responsiveness, the benefits are maximal. While an optimal benefit result can be achieved by adding higher weight to consumers who have a stronger willingness to purchase, that is, consumers with weaker sensitivity. The validity and feasibility of the model are verified by actual data. And some suggestions on the pricing method are put forward to provide reference for designing optional TOU tariff in China.
