摘　　要：棉花目标价格政策对确保我国棉花产业安全发挥了重要作用。本文旨在分析现阶段的棉花目标价格政策在确保棉农收益以及规范棉花市场方面的效果，为完善这一政策提供经验支撑。本文首先梳理了目标价格政策设计及其推进的过程，其次分析了目标价格对棉农收益的影响，并且基于棉花国内外价格、期货市场及进出口角度分析目标价格对棉花市场价格，最后，分析了棉花质量变动情况。结果表明：棉花目标价格实施以来，基本保障了棉农收益，完善了市场价格机制，提升了棉花质量。针对结论中存在的问题提出棉农增收及政策转变路径的建议。Bused on the existing reseurch, this paper constructs the evaluution index system of cotton industry competitiveness of Bingtuun, evaluates the competitive power of cotton industry of all divisions after the implementation of target price subsidy policy, and obtains the influence degree of each index. On the basis of cluster analysis, cotton planting division was divided into industrial technology combined push type, robust type and traditional factor driven type to carry on analogy analysis. Finally, based on the above research, we put forward countermeasures and suggestions to promote cotton industry transformation.
