摘　　要：国家安全观是国家安全战略的思想基础。本文构建了一个"环境-客体-主体"分析框架,从国家安全形势(环境)、国家安全威胁(客体)、国家安全维护(主体)三个维度,来考察国家安全观的演进过程。研究发现,自新中国成立以来,中国先后经历了传统国家安全观(新中国成立后至改革开放前)、转型国家安全观(改革开放后至中共十八大)、总体国家安全观(中共十八大之后)三个阶段;在这三代国家安全观时期,中国的国家安全形势、国家安全威胁和国家安全维护行为具有明显不同的特点。在此基础上,本文提出了以总体国家安全观为指导,研究总体国家安全观的逻辑构成、绘制新时代国家安全风险的基本图谱、谋划国家安全体系的总体布局、加强国家安全基础研究和科技攻关等推进新时代国家安全工作的政策建议。The national security concept is the ideological basis of national security strategy. This paper proposes an environment-partner-actor interdependence model, to examine the evolution of national security concept from three dimensions-security situation （environment）, security threat （partner） and security maintenance behavior （actor）. It＇ s pointed out that, since the founding of new China in 1949, China has experienced three generations of national security concept ： the traditional one （ before the era of reform and opening-up）, the transitional one （ from the era of reform and opening-up to the 18＇h National Congress of the CPC）, the overall one （after the 18th National Congress of the CPC）. Distinctly different features have been observed between three generations of national security concept with respect to security situations, threats and maintenance behaviors. Policy recommendations have also been put forward to promote national security work in the new era in China, guided by the overall national security concept： to perfect the logical composition of the overall national security concept, develop the risk map of the national security in the new era, promote the overall layout of the national security system, and enhance the capabilities for scientific and technological innovation of national security.
