摘 要:随着全球应对气候变化、向可持续发展迈进,如何进一步加快市场能效转变日益成为节能领域的重要议题,针对超高能效产品设计并制定节能政策成为新的突破方向。2014年底中国终端用能产品能效领跑者制度启动实施,作为节能领域针对高能效产品推出的一项新政,将通过树立产品能效标杆,激励制造商竞相开展节能创新,引领高能效产品的研发升级,促进高能效产品市场占有率的提升。本文阐释了中国终端用能产品能效领跑者制度的核心内容,并与日本"Top Runner"项目、美国"能源之星最高能效产品"项目、SEAD"全球能效大奖"项目等国外相关政策进行对比分析,研究提出了完善建议。As the global response to climate change is growing, sustainable development has become all human' s common understanding. How to further accelerate the transformation of market efficiency has become an important issue in the field of energy saving. The design and development of energy saving policies located in super-efficient equipment and appliance has become a new breakthrough. In 2014, NDRC launched China Leading Energy Efficiency Program on equipment and appliance at end-use level, which aimed to identify top tier efficiency models for selected product categories. LEP system will set the highest energy efficiency benchmark to lead manufacturers to catch up. The design of voluntary participation, evaluation and selection process will motivate manufacturers to accelerate technical innovation, product upgrading and high efficiency products promotion. This paper explains the core content of LEP system (including target, specification setting, criteria, process and supporting measures), and makes suggestions to further improve LEP system by the comparative analysis on relevant foreign policy with Japan Top Runner Program, U.S. Energy Star Most Efficient Designation, SEAD Global Efficiency Medal.
