美俄中导条约之争与中国之处境

摘　　要：2014年以来,美俄争执的一个焦点是《中程导弹条约》的履约问题。美国多次指责俄罗斯违反条约,秘密测试和部署陆基中程巡航导弹和弹道导弹。俄罗斯否认美国的指控,称俄严格履行条约。莫斯科反过来指责华盛顿违反了条约。综合看来,条约的最终废除或修改只是时间问题。美俄两国特别是俄罗斯缺少遵守该条约的意愿。在中程导弹问题上,中国将面临美俄希望中国加入条约的共同压力。中国需要加强战略核力量和发展非核高技术武器,避免过于依赖中程导弹。Since 2014, the compliance with the INF Treaty has become one of focuses of the disputes between the United States and Russia. The U.S. has repeatedly accused Russia of violating the INF Treaty, secretly testing and deploying land based medium-range cruise missiles and ballistic missiles. Russia rejected the U.S. allegations, saying the country is strictly complying with the treaty. Furthermore, Moscow accused Washington's violation of the treaty. On the whole, the treaty will eventually be modified or abolished at some points of time in the future. The U.S. and Russia, especially Russia, lack the will of adherence to the treaty. In the future, China will face more pressure from both the U.S. and Russia for accession to the treaty. The former needs to strengthen its strategic nuclear forces and develop its non-nuclear high-tech weapons in order to avoid over-reliance on medium-range missiles.
