科技工作者的政治参与行为及影响因素——基于全国科技工作者状况调查数据的实证分析

摘　　要：科技工作者肩负着运用自身专业优势和知识专长参与社会公共事务治理的社会责任,其政治参与行为值得深入研究。对第二次全国科技工作者调查数据的分析结果表明,我国科技工作者中约二成通过政策咨询行为参与政治,而参与政府建议、新闻建议和上访等活动者的比例均不足10%。社会制度、组织环境和个体资源等层次的因素都对科技工作者政治参与行为有着不同程度的影响。为促进科技工作者的政治参与,应进一步畅通参政渠道、拓宽参与范围、加强政府与科技界交流。Science and technology personnel shoulder the social responsibility to participate in public administration with their professional advantages and expertise. The analysis of the general survey data of Chinese science and technology personnel in 2008 shows that about 20% of Chinese science and technology personnel participate in politics through policy consulting behavior, while the proportions of other political participating behavior, such as government recommendations, news recommendations and petitions, are all less than 10%. The influencing factors include social institutions, organizational environment and individual resources. In order to promote the political participation of science and technology personnel, we should further open the channels of political participation, broaden the scope of participation and strengthen exchanges between the government and the scientific and technological community.
